Please promptly forward this information to the school districts and charter schools in your county. Advance Apportionment The 2021–22 Advance Apportionment (Advance) has been certified. The Advance is based primarily on prior year data and establishes each local educational agency’s (LEA) monthly state aid payment amount for July 2021 through January 2022. The Advance letter and related Excel files<www.cde.ca.gov/fg/aa/pa/pa2122.asp> are available on the California Department of Education (CDE) website. The letter and calculation details provide information to assist LEAs in understanding the components of the 2021–22 Advance. Funding Rates and Information The 2021–22 Funding Rates and Information<www.cde.ca.gov/fg/aa/pa/pa2122rates.asp> web page, which provides funding rates and other information applicable to the 2021–22 Principal Apportionment based on the 2021–22 Budget Act and Assembly Bill (AB) 130, Chapter 44, Statutes of 2021<leginfo.legislature.ca.gov/faces/billTextClient.xhtml?bill_id=202120220AB130>, is now available. Changes to Independent Study Requirements
In addition, AB 130 makes substantive changes to independent study (IS) for the 2021–22 fiscal year (FY).
The CDE sent a letter to county and district superintendents and charter school administrators on July 15, 2021 highlighting several of the more pressing new IS elements for FY 2021–22 that LEAs need to be aware of before instruction begins. This letter is available on CDE’s website at www.cde.ca.gov/fg/aa/pa/AB130ISLetter.asp. In the coming weeks the CDE will issue additional guidance in the form of frequently asked questions and webinars about the new IS requirements.
The School Fiscal Services Division will provide updates through the PASE listserv when fiscal guidance on IS is posted. LEAs interested in receiving email updates pertaining to IS attendance accounting or instructional time requirements may join the CDE IS listserv located at www.cde.ca.gov/sp/eo/is/indstudylistserv.asp. Payroll Rates & Limits 2021-2022 updated

Attached is the updated Payroll Rates and Limits for 2021-2022. The only change is the UI rate.
The Unemployment Insurance (UI) contribution rate for State Fiscal Year (SFY) 2021/2022 and 2022/2023 will be 0.5%. The 0.5% rate will be effective July 1, 2021 through June 30, 2023. This new rate is a result of Assembly Bill 138 which amended section 823 of the California Unemployment Insurance Code.
The Local Experience Charge (LEC) Rate for SFY 21/22 was not impacted, so please use the LEC rate found on your Notice of Contribution Rate and Local Experience Charge Rate Statement (DE 56).
