Independent Study Ratio Calculation web page

The School Fiscal Services Division (SFSD) has updated the Independent Study Ratio Calculation web page with instructions, examples, and worksheets for calculating the independent study ratios for the 2024-25 fiscal year (FY).
Education Code (EC) sections 51745.6 and 51749.5 require local educational agencies (LEAs) that provide traditional independent study, course-based independent study (CBIS), or both, complete an independent study ratio calculation. The ratio calculation is done annually by the LEA at the time of, and in connection with, the second period (P-2) report of average daily attendance (ADA). The results of the ratio calculations should be reflected in the P-2 and Annual ADA data submitted to the California Department of Education (CDE). The ratio calculation will determine if there is any excess ADA which is not eligible for Local Control Funding Formula funding.
Note that during an LEA’s annual audit, auditors will verify the accuracy of the independent study ratio calculation in Sections D. Independent Study, Y. Independent Study-Course Based, and CC. Nonclassroom-Based/Independent Study. More information concerning the 2024-25 Audit Guide can be found at eaap.ca.gov/audit-guide/current-audit-guide-booklet/.
