The 2024–25 Principal Apportionment Data Collection (PADC) Web Application is now available for reporting 2024–25 Second Principal Apportionment (P-2) data on the California Department of Education (CDE) website at pas.cde.ca.gov/.
* The following 2024–25 P-2 data is due to the CDE no later than April 15, 2025: * Taxes * Excess Educational Revenue Augmentation Fund
* The following 2024–25 P-2 data is due to the CDE no later than May 1, 2025: * Attendance * Necessary Small School * Class Size Penalties * Adults in Correctional Facilities * Special Education Local Plan Area Average Daily Attendance Allocation * Special Education Tax Allocation * Infant Funding * Transfer of Funds Alternative Rate Option (submit new P-2 file only if revisions are needed) * Expanded Learning Opportunities Program*
* A new data entry screen is available for school districts and charter schools, “Expanded Learning Opportunities Program: Operational Intent” in the Principal Apportionment Data Collection web-based application.
Pursuant to Education Code Section 46120(d)(10)(A)<leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?sectionNum=46120.&lawCode=EDC>, commencing with 2025–26 fiscal year, local educational agencies (LEAs) must declare their operational intent to run an Expanded Learning Opportunities Program (ELO-P) as a condition for receiving ELO-P funds.
LEAs must annually report their intent to operate ELO-P for the upcoming school year during the preceding spring at the Second Principal Apportionment (P-2) reporting period. For the 2025–26 school year, LEAs must report their intent to operate ELO-P using the new data entry screen. An LEA’s selection on this data entry screen at P-2 will impact its funding, starting with the Advance Apportionment.
The CDE stresses the importance of timely data submissions in order to ensure the Principal Apportionment is certified by the statutory deadline. Furthermore, the CDE appreciates in advance prompt responses to subsequent inquiries regarding LEA data submissions.
As a reminder, the following resources are available on the PADC web page (www.cde.ca.gov/fg/sf/pa/) to assist LEA staff with preparing P-2 data submissions:

Please Note: The PADC system experiences high user volume during this time and it is important for LEAs to start the process of submitting P-2 data to mitigate the impact of any unforeseen issues that may arise with the submission of the data.
