Education Code requires districts to submit a Second Interim report to our office, which reflects the financial and budgetary status of the district for the period ending Jan. 31. The Second Interim Report must be approved by the district board no later than 45 days after the close of the report period, which is Mar. 18. The information you will need to complete your Second Interim Budget is available on the SBAS Interim Reports Webpage<sbasweb.sbceo.org/reporting/interim-reports>. Please continue to check the website as resources, like the Common Message, will be posted once information becomes available.
Reminder: Immediately following board approval, please route the budget in SACS by ‘Promoting to COE for Review’ and upload supporting documents using our SBAS Uploads<sbas.sbceo.org/docs/fileuploads.shtml> webpage. Payroll Rates & Limits 2024

Attached is the Payroll Rates & Limits for 2024. The highlights are:
* The California minimum wage increases to $16.00
* IRS standard mileage rate increases to 67.0 cents per mile.
* The 403(b) and 457 contributions limits increases to $23,000, and for employees age 50 and over to $30,500.
* Medical Flex Spending Arrangement (FSA) Reimbursement increases to $3,200.
* Social Security wage cap increases to $168,600 with the contribution limit to $10,453.20.

Financial Audit Report Requirements

Education Code requires LEAs to file the annual financial audit report for the preceding fiscal year with our office, the State Controller’s Office (SCO), and the California Department of Education (CDE) by Dec. 15. Preliminary Fair Market Value (GASB 31)

Dear School Business Officials,
Below, please find the preliminary calculation from the Santa Barbara County Treasurer-Tax Collector of Fair Market Value (FMV) as of June 30, 2023. We are providing the preliminary numbers to allow districts time to review the calculations with your auditors and post your FMV entries in Escape prior to completing the Year End Soft Close. Once the Santa Barbara County Treasurer-Tax Collector provides the formal GASB 31 letter, it will be posted on the SBAS Website, Audit<sbasweb.sbceo.org/reporting/audit> page.
As an external participant of the Santa Barbara County Pooled Treasury Investment Fund, your district will need the fair market value to prepare your financial statements in accordance with Statement 31 of the Governmental Accounting Standards Board (GASB) for the year ended June 30, 2023.

Please contact your Auditor or District Financial Advisor with any questions regarding posting FMV adjustments as part of the Year End Close process.
