The 2023–24 budget updates to Standardized Account Code Structure Web-based Financial Reporting System (SACS Web System) are now available in the SACS Web System application at sacs-cde.org/security/login. These updates include the components necessary to complete the 2023–24 budget reports.
The 2022–23 unaudited actual reporting updates will be available in late June/early July 2023. The 2023–24 interim reporting period updates will be released in mid to late October 2023. CDE will notify SACS Web System users as each of the reporting periods are available in the system. Note that the SACS desktop software will no longer be published.
This year our efforts were primarily focused on required changes, e.g., those due to Governmental Accounting Standards Board Statement 96 and continued refinement of the new web-based system. For additional information on each of the changes, please refer to the SACS Web System What’s New web page, which will be available in the near future.
KNOWN ISSUES AND WORKAROUNDS
SACS Web System known issues and available workarounds are posted in the Problems and Fixes section of News and Announcements, available on the user’s dashboard upon logging into the system. This section will be updated as additional issues arise.
The following is a list of recently found SACS Web System known issues and available workarounds:
1. Printing – Fund Forms Global. Issue: All template based forms and reports are erroneously printing in landscape instead of portrait after printing Fund Form 01 in landscape. Workaround: Users can (re) print Fund Form 01 in portrait mode to correct the issue. 2. Form CASH. Issue: The Budget column is erroneously extracting and summing values from multiple reporting periods. This impacts all LEAs that use Form CASH for I2 and/or I3. Workaround: None; fix in progress.
RELEASE UPDATES
The following issue was resolved since the last SACS Web System release update:
1. TRC Printouts: In the print version, the complete header was missing from all Phases and Display combinations, except Phase -All, Display -All Technical Checks. The text format is now consistent.
The SACS Web System release updates will be posted to the Web Application Release Updates section of the CDE Financial Reporting web page at www.cde.ca.gov/fg/sf/fr/ in the near future.
ACCESSING THE 2023–24 BUDGET REPORTING PERIOD
Upon logging into the SACS Web System, users will need to change their context fiscal year to 2023–24 in order to access the 2023–24 budget reporting period. The context fiscal year can be changed via the Fiscal Year drop down menu; it is located in the top right corner of the dashboard, below the user’s profile information.
PRELOADED DATA
Prior year ending balances from 2021–22 unaudited actuals (including funds, assets, debt, and lottery), Gann data, Every Student Succeeds Act Maintenance of Effort, and first and second prior year indirect cost rate information have been preloaded into the system, most of which will be used for unaudited actual reporting.
In addition, to the extent possible, data from 2020–21 and 2021–22 Fund 01, Fund 10, Fund 17, and attendance unaudited actual data, as well as the California Basic Educational Data Systems (CBEDS) data, has been preloaded in the SACS Web System for use in the Criteria and Standards Review form.
SACS VALIDATION TABLES
The 2023 SACS Web System budget update contains the most current validation tables, dated May 1, 2023, which are the same as those posted to the CDE SACS Valid Codes and Combinations web page at www.cde.ca.gov/fg/ac/ac/validcodes.asp.

CHARTER SCHOOL BEGINNING BALANCES
The prior year ending fund balances from the Charter School Alternative Form have been crosswalked to the equivalent SACS fund and object codes and included with the prior year ending fund balances from the SACS submissions, to ensure consistency of the data. This will only affect charter schools that reported 2021–22 unaudited actuals in the Charter School Alternative Form and that are preparing a 2023–24 budget or 2022–23 unaudited actuals report using SACS.
USER GUIDE AND REPORTING CALENDARS
The online version of the SACS Web System User Guide is available throughout the SACS Web System reporting screens by clicking on the help icon (question mark) located next to a screen heading. The CDE is planning to publish a Word version of the user guide in the near future.
The Financial Reporting and Fiscal Oversight Calendars are available on the CDE Financial Reporting – Software & Forms web page at www.cde.ca.gov/fg/sf/fr/ under “Financial Reporting Resources.”
PREPARATION FOR INTERIM CRITERIA AND STANDARDS
The interim period Criteria and Standards Review form will extract applicable budget period data, if such data are available; otherwise, it will require manual input.
CALIFORNIA SCHOOL ACCOUNTING MANUAL
To assist you in using new SACS account codes added since the last application release, any new codes will be included on the SACS Web System What’s New web page, under “Revised Fund Forms.”
Additional information and guidance on using SACS codes is available in the California School Accounting Manual (CSAM). The CSAM is available to be viewed, printed, or downloaded from the CDE Accounting Definitions, Instructions, & Procedures web page at www.cde.ca.gov/fg/ac/sa/. In addition, descriptions and other relevant information on new resource codes can be obtained from the CDE Standardized Account Code Structure (SACS) web page at www.cde.ca.gov/fg/ac/ac/ under “Program Codes.”

Each year, our office publishes budget inspection, hearing, and adoption information for the district’s proposed budget in a newspaper of general circulation. This information must be published at least 10 days before the hearing date, but no earlier than 45 days before the final date for the public hearing. To meet this requirement, we have tentatively scheduled the legal notices to be published on Sunday, May 21 in the Santa Barbara News Press.

The California Department of Education (CDE) Federal Stimulus Team is reaching out to you to provide an update regarding the upcoming required Annual Reporting to the U.S. Department of Education for the COVID-19 Federal Stimulus Funds.
Every local educational agency (LEA) that received Elementary and Secondary School Emergency Relief (ESSER) I, ESSER II, ESSER III, ESSER II State Educational Agency (SEA) Reserve, ESSER III SEA Reserve (including Afterschool rate increase funding), Governor’s Emergency Education Relief (GEER) I, and/or GEER II funding is federally required to report to the CDE for the Annual Report. Please see below for applicable resource codes for the required funding sources.
ESSER and GEER Annual Reporting will open March 1, 2023, and close March 28, 2023, at 5pm. Please see below for applicable reporting periods for each fund source. Reporting is available through the Stimulus Funding Reporting Portal at www3.cde.ca.gov/caresactreporting/. Please use the same password as previous reporting and assurances.
Website Updates: Updated help tools, including blank reporting templates and detailed step by step instructions are now available at www.cde.ca.gov/fg/cr/anreporthelp.asp. The CDE Federal Stimulus Team strongly recommends reviewing these resources prior to reporting.
