Federal Public Assistance (PA) Program

Good afternoon,
Following the declaration of a major disaster in several California Counties for the date range 1/31-2/9/24, access to the Federal Public Assistance (PA) Program for State Agencies, Tribal Governments, Counties, Cities, Special Districts, and certain Private Non-Profit Organizations became available. Attached, you will find a quick reference fact sheet which explains eligibility and provides information on applying for these funds. Additionally, you will find an instruction sheet on accessing the portal where applications can be submitted. Please note the application deadline is 5/13/24.
Lastly, below please find information regarding a briefing set for 4/29/24 that any agency that intends to apply must attend to be eligible to receive funds.
Briefing Information: Monday, April 29th, 2024 1:30pm Santa Barbara County Employee University in the Coastal Room 267 Camino Del Remedio, Santa Barbara, CA, 93110 A few items to note with this meeting.
* If you are going to apply for the Public Assistance Program, someone from your agency MUST attend the Applicants Briefing on April 29, 2024, to be eligible to receive funding. * The individual(s) you send to the meeting should be those who will be leading the cost recovery process for your agency so that they will know how to navigate the Public Assistance Program. * It is recommended to also send your technical expert(s) in the categories you are seeking funding for, so that they can receive specific information about the categories of work that are available for cost share.

Reminder P-2 Attendance DUE APRIL 24

Attendance Reporting Reminder: P-2 Attendance Reports must be certified by the district no later than Wednesday, April 24, 2024.
The Principal Apportionment Data Collection (PADC) Web Application<pas.cde.ca.gov/> is now available for reporting 2023-24 Second Principal Apportionment (P-2) data to the California Department of Education (CDE).
All 2023-24 P-2 reports of attendance must be submitted to the California Department of Education (CDE) by Wednesday, May 1, 2024.
Since these reports require certification by our office, SBAS must receive them by Wednesday, April 24, 2024, to allow time for review and processing.

The following 2023-24 P-2 data is due by Wednesday, April 24, 2024:
* Attendance * Necessary Small School * Adults in Correctional Facilities * Special Education Local Plan Area Average Daily Attendance Allocation * Special Education Tax Allocation * Infant Funding * Charter School Physical Location * Transfer of Funds Alternative Rate Option (submit new P-2 file only if revisions are needed) * Proposition 28: Arts and Music in Schools Certification
Resources for data reporting and certification are posted on the PADC webpage<www.cde.ca.gov/fg/aa/pa/index.asp?tabsection=4> under the Data Collection tab.
The PADC User Manual<view.officeapps.live.com/op/view.aspx?src=https%3A%2F%2Fwww.cde.ca.gov%2Ffg%2Faa%2Fpa%2Fdocuments%2Fpadcmanual2324v1.docx&wdOrigin=BROWSELINK> (v 2023-24 1.00) may be used in reporting data for the above-mentioned data entry screens.

Reminders:
* Read the User Manual thoroughly for step-by-step instructions and tips for specific data entry screens. * Make sure to save all data before navigating to the next record or tab within a data entry screen; verify all data saved correctly before validation and data certification. * If the system generates a blank page, do not refresh the browser. Instead, close the application and re-open it to continue. * If you experience technical difficulties, please call, or email the Principal Apportionment Section at 916-324-4541 or PADC@cde.ca.gov<mailto:PADC@cde.ca.gov>. * Prior year corrections (fiscal year 2020-21 and prior) should continue to be submitted through the PADC desktop software for each applicable year. The desktop software<www.cde.ca.gov/fg/aa/pa/index.asp?tabsection=4> can be downloaded from the PADC webpage. If your LEA had an emergency closure day in 2023-24 and is submitting a J-13A-Request for Allowance of Attendance Due to Emergency Conditions, that day is considered a non-instructional day, and students should not be marked as present or absent. Instead, the LEA should use one of the non-instructional day codes available in their attendance software to note that it was a school closure day. Additional information can be found on the J-13A website<sbasweb.sbceo.org/attendance/j-13a-emergency-waiver>.

2023-24 P-2 J-29 Property Tax Summary

Dear School Business Professionals,
The 2023-24 J-29 P-2 Property Tax Summary<sbas.sbceo.org/Escape/202324%20J29%20P2SummarybyColumnDistrict.pdf> is now posted on our website on the Adopted Budget<sbasweb.sbceo.org/reporting/adopted-budget> page.
Important notes about this Property Tax Report
The items below represent a summary of notable changes from the prior reporting period, P-1 to P-2.
* Column A-2: Unsecured aircraft allocation decreased in estimate from P-1. * Column A-8: Based on YTD Supplemental levy, it’s anticipated to be lower than the estimate in P-1. Property Transfers trend indicates a continual decrease from prior year which is an indicator of supplemental levy and collections. * Column A-9: ERAF allocation projected to be lower than in P-1 due to lower than anticipated supplemental collections.
Note: Prior Year collections should be taken into consideration when developing your budget since some are one-time sources and should not be carried forward as ongoing revenues in future years.
The above factors are important to consider when planning for your district’s 2023-24 Estimated Actuals and 2024-25 Adopted Budget and Multi-Year Projections. Please review how these changes may affect your individual district.
