New PADC District User Manual

Beginning in fiscal year 2021-22, LEAs must report attendance data using the NEW Principal Apportionment Data Collection (PADC) Web Application<pas.cde.ca.gov/>, which replaced the PADC desktop software. Accordingly, the SBAS Attendance Webpage<www.sbceo.org/domain/199> has been updated with 2021-22 Attendance information, including a draft version of a new PADC District User Manual<sbas.sbceo.org/docs/PADCDistrictUserManual-DRAFT.pdf> developed by SBCEO to help users become familiar with setup and reporting in the PADC Web Application. This manual references SBCEO specific procedures and contains step-by-step instructions accompanied by screenshots. Topics include:
* Introduction to PADC * LEA Administrator Assignment * User Assignments (setup) * Access to the PADC Web Application * Data Entry * Data Validation * Data Certification
This manual will be finalized in the coming week and can be used as a supplement to the resources provided on CDE’s PADC Webpage<www.cde.ca.gov/fg/sf/pa/index.asp>.

Attendance Screens in the new the Principal Apportionment Data Collection Web Application<pas.cde.ca.gov/> are now available for reporting to the CDE…
Beginning in fiscal year 2021-22, LEAs must report data using the NEW Principal Apportionment Data Collection (PADC) Web Application<www.cde.ca.gov/fg/sf/pa/index.asp>, which replaced the PADC desktop software.
* What is PADC?…The PADC Software is used by LEAs to report pupil attendance and other data used to calculate funding for the Local Control Funding Formula (LCFF) and Special Education (AB 602).
* How does it work?…The PADC Web Application will allow each LEA to enter information, run validation checks (formerly check/save function), and certify data electronically. An automatic email notification will be sent to the COE Administrator once the LEA Administrator certifies. If revisions are needed, the COE Administrator can remove certification so that the screen is unlocked and the LEA can make changes. If no revisions are needed, the COE Administrator views and certifies the data electronically. Once both certifications are complete, data will transfer to CDE on the due date.
* To access to the new PADC Web Application…Contact your LEA’s PADC Administrator. If you do not know who your assigned LEA PADC Administrator is, please contact Jenelle Williams at 964-4710 ext. 5221.
* Available Resources/Tips…The PADC Webpage<www.cde.ca.gov/fg/sf/pa/> contains a PADC User Manual Video tutorials. If you experience technical difficulties, please call the Principal Apportionment Section at 916-324-4541 or email PADC@cde.ca.gov<mailto:PADC@cde.ca.gov>. * Google Chrome is the recommended browser for full functionality of the PADC web application. * Read the User Manual thoroughly for step-by-step instructions and tips for specific data entry screens. * Make sure to save all data before navigating to the next record or tab within a data entry screen; verify all data saved correctly before validation and data certification. * The first time you sign into the system, it may take some time to load. Please sign out and then sign back in for a better user experience.
Important note: Corrections for fiscal years 2020-21 and prior should be submitted through the PADC desktop software. The desktop software can be downloaded from the PADC webpage<www.cde.ca.gov/fg/sf/pa/>. Regards,

Please promptly forward this information to the school districts and charter schools in your county. Advance Apportionment The 2021–22 Advance Apportionment (Advance) has been certified. The Advance is based primarily on prior year data and establishes each local educational agency’s (LEA) monthly state aid payment amount for July 2021 through January 2022. The Advance letter and related Excel files<www.cde.ca.gov/fg/aa/pa/pa2122.asp> are available on the California Department of Education (CDE) website. The letter and calculation details provide information to assist LEAs in understanding the components of the 2021–22 Advance. Funding Rates and Information The 2021–22 Funding Rates and Information<www.cde.ca.gov/fg/aa/pa/pa2122rates.asp> web page, which provides funding rates and other information applicable to the 2021–22 Principal Apportionment based on the 2021–22 Budget Act and Assembly Bill (AB) 130, Chapter 44, Statutes of 2021<leginfo.legislature.ca.gov/faces/billTextClient.xhtml?bill_id=202120220AB130>, is now available. Changes to Independent Study Requirements
In addition, AB 130 makes substantive changes to independent study (IS) for the 2021–22 fiscal year (FY).
The CDE sent a letter to county and district superintendents and charter school administrators on July 15, 2021 highlighting several of the more pressing new IS elements for FY 2021–22 that LEAs need to be aware of before instruction begins. This letter is available on CDE’s website at www.cde.ca.gov/fg/aa/pa/AB130ISLetter.asp. In the coming weeks the CDE will issue additional guidance in the form of frequently asked questions and webinars about the new IS requirements.
The School Fiscal Services Division will provide updates through the PASE listserv when fiscal guidance on IS is posted.
