Good Morning, The purpose of this communication is to provide two updates related to funding for the final revenue amount for the 2021–22 Education Protection Account (EPA) entitlement calculation and associated impacts on Principal Apportionment payments. Additional information will be made available when the California Department of Education (CDE) certifies the 2021–22 Second Principal Apportionment (P-2). First, EPA revenues for the 2021–22 Fiscal Year are $15.8 billion, the highest funding level since the account was established. This is a 53 percent increase in the revenue estimate that was used for Quarter 1 through 3 EPA payments. Based on this, the statewide EPA payment for the Fourth Quarter (Q4) apportionment will be $8 billion, which may result in a significant increase to a local educational agency’s (LEA) Q4 EPA payment. Similar to last year’s P-2, many LEAs will experience the following impacts:
1. The June 24, 2022 EPA Q4 payment will be large. 2. The June 30, 2022, Principal Apportionment payment may be negative or zero. County offices of education should keep in mind that a county that is overpaid as a whole will not receive a 2021–22 P-2 deposit and 2022–23 Advance Principal Apportionment payments at the county level will be offset by the State Controller’s Office until overpaid Principal Apportionment funds are recovered. The CDE will post to our website payment information for both the Principal Apportionment and EPA on June 17, 2022. Secondly, the significant increase in EPA revenue resulted in the need to adjust the EPA calculations, which have operated since the inception of LCFF. In order to fully apportion the total amount of 2021–22 EPA revenues to LEAs, revenue limit rates for school districts and charters were adjusted by the statutory COLA rates from 2013–14 through 2021–22 for the Q4 2021-22 EPA calculations. This adjustment will not be applied to the revenue limit rates used for any purpose other than the EPA entitlement calculation. For EPA, the 2012–13 revenue limit rates for school districts and charter schools will continue to be adjusted by the statutory COLA in 2022–23 and future years. As a reminder, EPA entitlements are an offset to LCFF state aid and, therefore, this increase in EPA funding and adjustment to the EPA calculation will not impact the determination of an LEA’s entitlement under LCFF. UPDATED: LCFF Calculators and LCAPs

Dear School Business Professionals,
We just had a phone call with FCMAT and are sharing the latest information from that call with you.
As you know, FCMAT did not release a May Revise LCFF Calculator. The next release of an updated calculator will be after the Enacted Budget in July – districts will use that calculator version for your 45-day Budget revisions.
* For now, there are two LCFF calculators that you may choose to develop the Adopted Budget and LCAP: 1) the standard version of the LCFF Calculator v23.1a and, 2) the Modeling Version mv23.1b both released April 18. Please note the Statutory COLA fields on the data entry tab for the current and subsequent years are editable to update with the May Revise COLA projections.
Whichever version you use, please send it in with your Budget Overview for Parents (BOFP) preview documents listed in the email below. Remember, the BOFP should tie to your LCFF Calculator (v23.1a or mv23.1b), LCAP and SACS Form 01 (use the crosswalk attached for general guidance).

Education Code requires districts to prepare the 2022-23 Adopted Budget Report and present it to the board for approval prior to July 1. Important information regarding the district’s Budget and Public Hearing requirements, as well as tools and resources needed to complete the Adopted Budget Report, are available on the SBAS Website – Adopted Budget Webpage<www.sbceo.org/domain/251>. Please continue to check the website as additional resources, like the Common Message, will be posted once information becomes available.
Reminder: Districts must submit all documents to our office within five calendar days after adoption, or July 1, whichever is earlier. Please note that a revised Submission Checklist<sbas.sbceo.org/Escape/Submissionchecklist.pdf> has been posted with updated procedures for electronic budget routing in SACS Web.

The reporting window for the U.S. Department of Education (ED) required Year 2 Elementary and Secondary School Emergency Relief (ESSER)/Governor’s Emergency Education Relief (GEER) Annual Reports is now open. The reporting window will remain open until May 20, 2022, at 5 p.m. The California Department of Education (CDE) Federal Stimulus Funding Reporting Portal is available at www.cde.ca.gov/fg/cr/#reporting. Please use the same password as previous reporting and assurances. Visit CDE’s Annual Reporting Help Page<www.cde.ca.gov/fg/cr/anreporthelp.asp> for more guidance.
Additionally, as a reminder, the CDE is hosting a webinar for a second chance to walk through the new ESSER/ GEER Fund Annual Reporting Systems for local education agencies (LEAs). The webinar is on May 5, 2022 at 10am. REGISTRATION is required. This webinar will support LEAs so they can effectively and efficiently complete the Annual Reporting requirements developed by ED.
LEAs will be required to report on expenditures for the following funds and time periods:
