Each year, our office publishes budget inspection, hearing, and adoption information for the district’s proposed budget in a newspaper of general circulation. This information must be published at least 10 days before the hearing date, but no earlier than 45 days before the final date for the public hearing. To meet this requirement, we have tentatively scheduled the legal notices to be published on Sunday, May 22 in the Santa Barbara News Press.

Timeline for Inspection, Hearing, and Adoption…

* Budget Inspection: available for public inspection at least 3 days before the public hearing * Public Hearing: must be held between May 31 and June 30, 2022 * Adoption: must occur between June 1 and July 1, 2022

Updates for Standardized Account Code Structure (SACS) validation tables, spreadsheets, and related files have been posted on the Internet. They can be downloaded from: www.cde.ca.gov/fg/ac/ac/validcodes.asp Updating the SACS software with the latest validation tables is a three-step process:
1. Download the vtables.exe zipped file to your C:\SACS2021ALL\Update folder. 2. Unzip the vtables.exe file to your C:\SACS2021ALL\Update folder. 3. Run the Update Validation routine in the SACS software to replace the existing tables with the updated tables. For more detailed information on updating the SACS software, please refer to our web page: www.cde.ca.gov/fg/ac/ac/validationtables.asp Attached to this email are two Microsoft Word documents, both summarizing changes to the validation tables. One document lists the affected combinations and their start and end dates; the other document contains more descriptive information. These two documents will also be copied to your C:\SACS2021ALL\Update folder when the vtables.exe file is unzipped. We would appreciate feedback regarding the usefulness of the information contained in these zip files. Thank you. This is a reminder that on Thursday, February 24, 2022, the data in the California Department of Education’s Local Control and Accountability Plan (LCAP) electronic template (eTemplate) system will be rolled over to facilitate the development of the 2022-23 LCAP. The 2022-23 eTemplate system will be available for use by local educational agencies (LEAs) beginning in March 2022. LEAs that developed a 2021-22 LCAP in the eTemplate must ensure that their LCAP is finalized within the eTemplate System on or before 5 p.m. on February 23rd to avoid the loss of 2021-22 LCAP data. 2021-22 LCAPs that have not been finalized by 5 p.m. tomorrow, February 23rd, will be deleted and will not be recoverable. A finalized LCAP will be identified as “Complete” on the eTemplate Dashboard page; an LCAP identified as either “Draft” or “Review” has not been finalized. 2021-22 LCAPs must be finalized by the reviewer assigned to the LEA:
* For school districts, the reviewer is assigned by the local county office of education (COE); * For COEs, the reviewer is assigned by the California Department of Education; * For charter schools, the reviewer is specified by the charter school. LEAs should contact the applicable reviewer if the LCAP needs to be finalized. Please refer to pages 17-18 of the Guide to eTemplate Functionality (attached) for additional information on finalizing the LCAP. The sponsoring agency should review the charter school’s annual financial audit report to assess the fiscal condition of the charter school, to monitor compliance with rules and regulations, and to ensure that sufficient policies and procedures are employed. Reminder: Financial Audit Certification due Feb. 28

The governing board of each school district shall review the following at a public meeting: 1) the annual audit report, 2) audit exceptions, recommendations, or findings identified by the auditor, (including any management letters issued, and 3) a detailed written description of actions that have been (or will be) taken to correct audit exceptions and management letter issues, if applicable by Feb. 28 (extended from Jan. 31). Please submit the Financial Audit Certification<sbas.sbceo.org/docs/financialauditcertification.html> form to evidence the board’s review and acceptance of the audit report.
