The new LCFF Calculator has been completely redesigned, eliminating all elements and calculations previously required during the transition phase of the Local Control Funding Formula. The new tool has also been redesigned to simplify and improve navigation and the overall user experience. We feel the new calculator is fairly intuitive; step by step instructions are provided within the workbook on the Instructions tab. We strongly encourage users to review the content located in both the Instruction tab and the Caveats tab with each new version to ensure you are aware of any matter that may impact the accuracy of your calculation. The LCFF Calculator is updated twice a year, once in the second quarter and once in the third quarter. The second quarter calculator revision includes updates for the first principal apportionment (P-1), annual principal apportionment (Annual) and annual principal apportionment revision 2 (Annual R2) certification data and is generally released in late February each year. The third quarter update incorporates the second principal apportionment (P-2), annual principal apportionment revision 1 (AN R1), annual principal apportionment revision 3 (AN R3) certification data and changes per the state budget, when applicable, and is generally released in July. Additional updates may occur if material errors are found within the tool. This update schedule is also available on the LCFF landing page under the FAQs. User Assumptions and Variables:
* Version 22.1 of the LCFF Calculator prepopulates with LEA-specific data as certified by the CDE for the 2020-21 second quarter. User editable data entry cells containing prepopulated data may be overridden by users with more current data if known. Please note, users should not override the prepopulated ADA data presented in the 2020-21 fiscal year; this data reflects the funding criteria established due to the pandemic. * The prepopulated assumptions for supplemental and concentration grant funding reflect the percentages as currently written into the Education Code. Users have been provided access to override the concentration grant funding percentage for the purpose of alternative projection modeling. * COLA and other assumptions are presented based on the Governor’s May Revision for the 2021-22 budget and include the following:

(*) The 2021-22 May Revision proposes applying a COLA of 2.31% to the 2020-21 LCFF base grant rates, only for purposes of calculating the 2021-22 rates, before applying the 2021-22 LCFF May Revision COLA of 1.7%, plus an additional discretionary LCFF-only 1% COLA, for a compounded COLA of 5.07%.

In an effort to reach as many SACS software users as possible, this message is also being sent to our “sacs-update” mailing list, which is typically sent an email notification each time the SACS validation tables are updated.
The Standardized Account Code Structure (SACS) Financial Reporting Software to prepare 2021-22 budget reports is available for download.
To download the software, please visit the CDE Financial Reporting Software web page at www.cde.ca.gov/fg/sf/fr/ and follow the instructions posted.
The financial reporting calendars and SACS2021 budget software user guide are included in the SACS2021 software build. Upon installing the software with the default settings, these documents will be copied to the subdirectory C:\SACS2021\Calendars and Manuals.
There were a number of changes to the software this year, including revisions as required by Governmental Accounting Standards Board Statement 87 (GASB 87). For a description of the associated software changes, refer to the “What’s New” section of the software user guide.
The SACS2021 software contains the most recent validation tables, dated April 7, 2021.
