Cash Management Data Collection
LEAs participating in the Every Student Succeeds Act formula grant programs must submit cash balance data through the Federal Cash Management Data Collection (CMDC) web application by January 31, 2023, as well as meet other applicable program eligibility requirements and federal cash management thresholds, to receive an apportionment of funds in the next scheduled payment in March 2023.

Education Code requires LEAs to file the annual financial audit report for the preceding fiscal year with our office, the State Controller’s Office (SCO), and the California Department of Education (CDE) by Dec. 15. SACS WEB SYSTEM 2022–23 FIRST INTERIM REPORTING
The 2022–23 first interim financial reporting functionality is now available in the California Department of Education (CDE) Standardized Account Code Structure Web-based Financial Reporting System (SACS Web System) at sacs-cde.org/security/login.
NOTE: There is an exception for joint powers agency (JPA) Criteria and Standards form (Form 01CSI). See additional information below.
KNOWN ISSUES AND WORKAROUNDS
FORM 01CSI (JPAs only): There are known issues with the JPA Form 01CSI. JPA users should not complete Form 01CSI until CDE announces a system release update that includes fixes for this form. JPAs can still import a first interim data file, run technical review checks and complete other forms up to the point that Form 01CSI would be completed.
Other SACS Web System issues and available workarounds are posted in the Problems and Fixes section of News and Announcements, available on the user’s dashboard upon logging into the system. This section will be updated as additional issues arise.
Users should refer to this information prior to seeking assistance with SACS Web System issues.
LOGGING INTO THE SYSTEM
Upon logging into the system, users may receive a message that the password needs to be changed. Click on the “I forgot my password” link, then enter the user email address to generate an email that will provide a link to reset the password.
FIRST INTERIM REPORTING RESOURCES
Online help: There is online help available throughout the SACS Web System reporting screens by clicking on the help icon (question mark) located next to a screen heading.
User guide: A stand-alone SACS Web System user guide is being finalized. Users may refer to the SACS2022ALL Software User Guide, included in the SACS2022ALL desktop software used for 2021–22 unaudited actuals financial reporting, for information regarding interim financial reporting in the SACS Web System. In addition, changes to forms and other processes for the 2022–23 interim reporting period are available in the “What’s New” section of that user guide.
To download the SACS2022ALL software, please visit the CDE Financial Reporting Software web page at www.cde.ca.gov/fg/sf/fr/ and follow the posted instructions. The user guide and financial reporting calendars will be copied to the subdirectory C:\SACS2022ALL\Calendars and Manuals.
Financial reporting calendars: The financial reporting and fiscal oversight calendars are available on the CDE Fiscal Calendars web page at www.cde.ca.gov/re/ca/fc/. Alternatively, the financial reporting calendars are included in the SACS2022ALL desktop software, as noted above.
SACS validation tables: The SACS Web System is updated with the most recent validation tables, dated September 19, 2022, which are the same as those posted to the CDE SACS Valid Codes and Combinations web page at www.cde.ca.gov/fg/ac/ac/validcodes.asp.
To receive an email notification each time the validation tables are updated, please send a blank email message to join-sacs-update@mlist.cde.ca.gov<mailto:join-sacs-update@mlist.cde.ca.gov>.
CHARTER SCHOOL INTERIM PERIOD REPORTING
Only charter schools that use SACS will be able to utilize the SACS Web System first interim financial reporting functionality. There is no charter school alternative form available in the SACS Web System for the 2022–23 interim reporting periods. Charter schools should discuss with their authorizing agency the format to be used to submit interim financial reports.
NOTE REGARDING 2022–23 AND FUTURE REPORTING PERIODS
Financial reports for 2022–23 and subsequent years will be prepared using the SACS Web System. Additional information regarding the SACS Web System is available on the CDE Financial Reporting web page at www.cde.ca.gov/fg/sf/fr/. The SACS desktop software will no longer be published.

Greetings from the External Services Subcommittee ListServ Good afternoon ESSCO members,
CDE expects to formally release the SACS Web System 2022-23 first interim reporting period functionality early next week. CDE will send an email to all users via the SACS Web System as soon as the system is ready.
As a reminder, interim datasets should not be created until notified by CDE that the 2022-23 first interim reporting period is ready. 2022-23 first interim datasets that have already been created in the SACS Web System should be deleted. Those datasets should not be used to create the official first interim dataset as users will experience unexpected and erroneous results. CDE will not be able to assist LEAs with troubleshooting issues with these datasets.

Dear County Offices of Education (COEs), This email is not in reference to the Every Student Succeeds Act (ESSA) CSI COE Subgrants. The California Department of Education (CDE) is requesting assistance from the COEs that are receiving this message. Please follow-up with the LEAs within your county that received FYs 2019-20 and 2020-21 ESSA CSI LEA funding to ensure they submit the required report(s) on or before October 31, 2022, in the Grant Management and Reporting Tool (GMART)<www3.cde.ca.gov/gmart/gmartlogon.aspx>. The CDE must meet internal deadlines in order to process the last payments for the FYs 2019-20 and 2020-21 CSI LEA Subgrants. If the CDE does not receive the required reports by the due date, the CDE may not be authorized to release final payment to the LEA. LEAs who need extra time to submit the FY 2019 or 2020 Grant Management Reports may email the SISO@cde.ca.gov<mailto:SISO@cde.ca.gov> to request an extension up to November 3, 2022.
