Given the current unsafe travel conditions and multiple road closures, SBCEO truck mail will be suspended for Tuesday, January 10. At this time, delivery services are expected to return as usual on Wednesday, January 11. If your scheduled pick up and delivery day was Tuesday, you will either receive service on Wednesday, January 11 or be contacted by Frank Lemos to arrange an alternate delivery day.

Announcement from SBCEO

Dear School Business Professionals,
With the announcement of our retirements, many of you have asked Denice and me who will be taking our places as Associate Superintendent, Administrative Services, and Administrator, School Business Advisory Services. The recruitment process is underway, and when it is completed, information about our successors will be forthcoming.
In the meantime, we are pleased to share that Debbie Breck (retired Administrator, Internal Services at SBCEO) has graciously agreed to fill-in for both vacancies on an interim basis, beginning today, December 29. Debbie’s skill and knowledge make her the perfect choice to fill the gaps and help keep everything moving forward during the time it takes to complete the hiring and transition process for these two positions.
As we close this calendar year, we extend our heartfelt appreciation to all of you for making a difference in LEAs throughout Santa Barbara County. Your solid support in the business office has been and continues to be invaluable to children, families, and employees countywide as you support public education.
We have truly enjoyed working with you as friends and colleagues over the years, and we wish you and your districts continued success in the coming years.

New DFA team member in SBAS – Rebecca Holmes

Our office is pleased to announce that Rebecca Holmes has been hired as a District Financial Advisor in School Business Advisory Services (SBAS). We will be welcoming her back to SBAS and her first day working with our staff and districts will be Thur., January 12.
Rebecca is an experienced DFA and has served in this position before. She comes to SBAS with a wide variety and depth of experiences…as a CBO for Buellton School District and, formerly, Director of Business Services at Allan Hancock College and also Orcutt School District. Her work experience includes being a Fiscal Specialist and Financial Analyst at San Luis Obispo and Santa Barbara County Education offices, respectively. Rebecca earned her Bachelor of Science degree from Cal Poly University, San Luis Obispo in Economics with a concentration in Financial Management.
District assignments, etc. will be forthcoming, and we will share more information with individual districts if there are changes. Please join me in welcoming Rebecca back to the SBCEO family and the School Business Advisory Department.

Todd Humphrey’s Announcement

Todd Humphreys has announced his resignation from SBCEO. He has accepted a promotional opportunity at Santa Barbara Unified. We thank Todd for his contributions to our department and for his support of districts during his time with us. His last day in the office will be Friday, December 9. We wish him much success in his new position.

SBO Meeting – Thurs., December 1

We have been tracking the economy and revenue collection data and much is still uncertain about the budget situation for FY 2023-24. The Legislative Analyst’s Office (LAO) will be providing a fiscal outlook this week and we will know more at that time. After rapid revenue growth and record-breaking General Fund (GF) and Proposition 98 spending over the last few years, it is likely things will flatten out or drop a bit in the coming years. Fortunately, both the GF and Prop. 98 have healthy reserves built up, and significant one-time spending in last year’s budget leaves us some cushion to maintain on-going funding levels and hopefully provide a full COLA to the LCFF and on-going programs (note that with inflation high we are expecting a large COLA, likely above 7%).
Capitol Advisors will discuss the January budget proposal and proposed funding and programs, as well as advocacy plans related to:
* Maintaining LCFF gains and providing a full COLA * Funding, policy and implementation issues related to expanded learning, TK, universal meals, community schools, special education, etc. * Continuing efforts to address declining enrollment and ADA fluctuations * The political dynamics that will impact the Legislature’s consideration of the Governor’s proposal
