The sponsoring agency should review the charter school’s annual financial audit report to assess the fiscal condition of the charter school, to monitor compliance with rules and regulations, and to ensure that sufficient policies and procedures are employed. If the charter school has engaged an auditor to issue a separate independent audit, please complete the Charter School Audit Review<sbas.sbceo.org/docs/charterschoolauditreview.html> form for each charter school you sponsor.

Reminder: Financial Audit Certification due Feb. 28

The governing board of each school district shall review the following at a public meeting: 1) the annual audit report, 2) audit exceptions, recommendations, or findings identified by the auditor, (including any management letters issued, and 3) a detailed written description of actions that have been (or will be) taken to correct audit exceptions and management letter issues, if applicable by Feb. 28 (extended from Jan. 31). Please submit the Financial Audit Certification<sbas.sbceo.org/docs/financialauditcertification.html> form to evidence the board’s review and acceptance of the audit report.

SBO Meeting and LCAP Preparation Meetings

Dear School Business Officials,
We are rescheduling the SBO Meeting from February 24 to March 10. Please make this change on your calendar.
We will be combining a few SBO agenda items with a LCAP Business Overview on March 10 at 12:30 p.m. This shift in dates will allow districts to wrap up Second Interim budget reporting activities that are currently underway. It will also provide us an opportunity to connect separately with Business Officials to share information, identify concerns, and gather questions before our Countywide LCAP meeting (on March 15).
Please mark your calendar for both of these meetings:
* Thurs., March 10 at 12:30 p.m — LCAP Business Overview, Q&A etc./ SBO Meeting * Tues., March 15 from 1 to 3:30 p.m. — Countywide LCAP meeting (see registration information attached) – please register if you have not already done so

Staffing Change – School Business Advisory Services

Dear School Business Professionals,
We are sharing information below to inform you of an upcoming change in staffing in School Business Advisory Services.
Stephen Williams, District Financial Advisor, has announced his resignation. We thank Stephen for his contributions to our department and for his support to our districts during his time with us. His last day in the office will be January 7th.

We have been tracking revenue collection data and believe the Legislative Analyst’s Office Fiscal Outlook correctly identifies remarkable revenue growth over the budget period with corresponding growth of the Proposition 98 guarantee. Even after providing a relatively large COLA and allocating funds for new or expanded programs from the last budget, we expect nearly $10 billion of additional ongoing funds and a similar amount of one-time dollars. The Administration will put together their own projections and provide their blueprint for the next budget act when they release the Governor’s January Budget Proposal.
Capitol Advisors will discuss the January budget proposal and proposed funding and programs, as well as advocacy plans related to:
* increased funding through the LCFF * policies to mitigate the impact of declining enrollment and ADA * funding and policy issues related to programs such as special education, expanded learning, TK, universal meals, community schools, etc. * the political dynamics that will impact the Legislature’s consideration of the Governor’s proposal
As always, this workshop is provided at no cost by your county office of education and is presented by Capitol Advisors in collaboration with ACSA, CSBA, SSDA, AALRR and CLIMATEC.
