Budget Public Inspection, Hearing, and Adoption Dates Survey
Assembly Bill 721, outlined in the School District Budgets Letter from the California Department of Education<www.cde.ca.gov/fg/ac/co/distnotifletter.asp>, introduced updates to the public notification process for adopted budget hearings, implemented over three years.
Under year two of the guidelines, each school district is required to publish a legal notice in a local newspaper with general circulation within the district’s area and may also publish the notice on the district’s website. This process applies to the 2026-27 Adopted Budget process. This notice must include details such as the date(s) and location(s) where the proposed budget can be reviewed by the public, along with the date, time, and location of the public hearing for the budget.
Publication of the notice of public hearing on the district’s website becomes mandatory for the 2027-28 budget process, therefore we encourage districts to implement website publication in addition to the mandatory newspaper publication for current year, to ensure this is part of the district’s process in advance of mandatory implementation.
The notice must adhere to specific timing requirements: it must be published no earlier than 45 days before the final date of the hearing, no later than 10 days before the hearing, and at least 3 days before the proposed budget is made available for public inspection.
