“State revenue collections continue to outperform estimates used in the June 2021 Budget Act. For the May Revision, these revenues will translate to increases in Proposition 98 funding over the three-year budget period. In addition to fiscal issues, the state is debating additional increases to base funding beyond the statutorily required COLA, new declining enrollment protections, and additional categorical funding.
