From Capitol Advisors: As of March, revenue collection is dramatically above projections made in the 2025 Budget Act and is also well above the estimates the Governor used in his January Budget Proposal. This dynamic suggests positive news at May Revision, with some questions remaining about whether large revenue gains in the current 2025-26 fiscal year will carry over to the 2026-27 budget year. Growing concern that recent stock market performance is unlikely to continue is fueling a significant degree of uncertainty about future revenue despite strong revenue growth over the last 6 months (and likely continuing through March).

The revenue data should allow us to make a push to reverse the Governor’s proposal to underfund Prop 98 by $5.6 billion in the current year. And with revenue growing compared to the January Proposal, we are likely to see significant growth in one-time Prop 98 resources regardless of what happens with the $5.6 billion. Another priority for the school community will be to ensure that whatever ongoing resources are available in the budget are used for ongoing purposes such as increasing the COLA to at least cover inflation and other increased costs.

Capitol Advisors will discuss proposed funding and programs in the May Revision, as well as advocacy plans related to:

* Providing an adequate COLA to cover inflation * Protecting Prop 98 funding * Proposed increases for community schools, special education, and the educator workforce * Maintaining LCFF gains and critical ongoing programs * Funding, policy, and implementation issues related to the Governor’s legacy programs, including expanded learning, TK, and universal meals * The political dynamics that will impact the Legislature’s consideration of the Governor’s proposal as we head into the midterm elections
