2022-23 P-1 Apportionment
The 2022-23 First Principal (P-1) Apportionment has been certified, which includes updated calculations for 2021-22 Annual and 2020-21 Second Annual Recertification. The following information is available on the California Department of Education’s (CDE) website at www.cde.ca.gov/fg/aa/pa/pa2223.asp to assist local educational agencies (LEA) in understanding the components of the 2022-23 P-1:
* Apportionment letter<www.cde.ca.gov/fg/aa/pa/appt22p1ltr.asp> and accompanying attachment<www.cde.ca.gov/fg/aa/pa/calc22p1.asp> that describe the funding calculations and available resources. * LEA Funding Detail: * Funding Exhibits<ias.cde.ca.gov/apportionment/ias.aspx?schoolyearid=2022&RptType=P1&CertType=Non>: Detailed entitlement calculations by LEA for each Principal Apportionment component including new Funding Exhibits for 2021-22 average daily attendance adjustments. * Excel files<www.cde.ca.gov/fg/aa/pa/iassf22p1.asp>: * Principal Apportionment Summary, Adjustments and Prior Year Recomputations, Payment Schedules, etc. * Excel files to accompany two new funding exhibits: (1) 2021-22 ADA Loss Mitigation- Attendance District Funded County Programs and (2) 2021-22 ADA Loss Mitigation-Basic Aid Choice/BA Court-Ordered Voluntary Pupil Transfer/Supplement School District; these files should be used in lieu of the exhibits for LEAs with large number of records. * The LCFF Fingertip Facts<www.cde.ca.gov/fg/aa/pa/lcffswfacts.asp> has been updated with 2022-23 P-1 data, as well as 2021-22 Annual data. * Statewide LCFF Summary Data<www.cde.ca.gov/fg/aa/pa/lcffsumdata.asp>: Statewide summary data of the main components of the Local Control Funding Formula (LCFF), including base, supplemental, and concentration grants. * Special Education details, including the Special Education Local Plan Area (SELPA) Assembly Bill 602 Average Daily Attendance and SELPA’s LEA Memberships are available on the Special Education web page at www.cde.ca.gov/fg/aa/se/index.asp.
2022-23 EPA Third Quarter Apportionment
The 2022-23 Third Quarter Apportionment for the Education Protection Account (EPA) has also been certified. The EPA entitlement schedule and apportionment letter are now available on the CDE’s website at www.cde.ca.gov/fg/aa/pa/epa2223.asp.
County treasurers are estimated to receive warrants for the EPA apportionment on March 24, 2023, and should advise school districts and charter schools immediately of this apportionment.

The California Department of Education (CDE) Federal Stimulus Team will be hosting an Annual Reporting Walk-through and Technical Assistance webinar to review the Elementary and Secondary School Emergency Relief (ESSER) and Governor’s Emergency Education Relief (GEER) Fund Annual Reporting Systems for local educational agencies (LEAs) on Thursday, March 2, 2023, from 10 to 11 a.m. This webinar will support LEAs so they can effectively and efficiently complete the Annual Reporting requirements developed by the U.S. Department of Education.

Please Complete – Annual Financial Audit Contract

LEAs are required to file annual financial audit contracts for the upcoming fiscal year with our office by Apr. 1.
To file your audit contract, please complete the Auditor Selection Form<sbas.sbceo.org/docs/auditorselection.html> or Charter School Auditor Selection Form<sbas.sbceo.org/docs/charterauditorselection.html> and submit along with a copy of your LEA’s current audit contract. The completed form and a copy of the current board approved signed contract must be submitted each year, even if the LEA has a multi-year agreement as sometimes contracts are modified.

Transportation Plan Due

Home-to-School (HTS) Transportation Service Plan – Due April 1, 2023

HTS Transportation Reimbursement provides funding for districts and COEs based on the prior year eligible transportation expenditures and prior year LCFF transportation related add-on funding. Beginning in 2022-23, reimbursement will be received for 60% of HTS transportation costs (Function 3600), less any funds already apportioned through the LCFF specific to transportation.

Districts and COEs with LCFF add-ons less than 60% of eligible expenditures OR who incur eligible expenditures but do not receive a LCFF add-on must complete a Transportation Service Plan by April 1, 2023, or risk losing the additional funding generated through the reimbursement. This plan must be adopted by the governing board on or before April 1, and will be checked as part of the annual audit. Those that choose not to develop a Transportation Services Plan will receive an audit finding and a corresponding reversal of funding.

The first year’s plan is intended to address both the current transportation program in 2022-23 and the plan describing the prioritized transportation services to identified pupils in 2023-24. Please note that the requirement to address two years will only apply this year. To accommodate this, we have updated the attached template to include two tabs, one for FY 2022-23 and another for FY 2023-24. Future plans will only need to address updates for the coming year. The CDE recommends LEAs start collecting information now to support reporting in March 2023. To review the LEA’s previously submitted data on the U.S. Department of Education’s Education Stabilization Fund Transparency Portal, please visit covid-relief-data.ed.gov/profile/state/CA, select the appropriate fund source, and then select an Annual Performance Report to search for your LEA’s submitted data.
LEAs can also review last year’s reporting requirements at www.cde.ca.gov/fg/cr/anreporthelp.asp. While these requirements currently reflect last year’s reports, the reports and structure are very similar. Reviewing this will help LEAs prepare the information that will be necessary to complete the reporting as efficiently as possible.

Attendance Reporting Reminder – CALPADS and Prior Year Corrections

Attendance Reporting Reminder: All Adjustments to CALPADS Data and Other Prior Year Corrections are due to our office no later than Wednesday, Feb. 22, 2023.
All prior period corrections to reports of attendance must be submitted to the California Department of Education (CDE) by Wednesday, March 1, 2023 to be included with the Second Principal (P-2) Apportionment. Since these corrections require certification by our office, SBAS must receive them by Wednesday, Feb. 22, 2023 to allow time for review and processing. The corrections may not be reflected in the 2022-23 P-2 Apportionment if your district’s revised report date does not reach SBAS by the due date.
