Beginning in fiscal year 2021-22, LEAs must report attendance data using the NEW Principal Apportionment Data Collection (PADC) Web Application<pas.cde.ca.gov/>, which replaced the PADC desktop software. Accordingly, the SBAS Attendance Webpage<www.sbceo.org/domain/199> has been updated with 2021-22 Attendance information, including a draft version of a new PADC District User Manual<sbas.sbceo.org/docs/PADCDistrictUserManual-DRAFT.pdf> developed by SBCEO to help users become familiar with setup and reporting in the PADC Web Application. This manual references SBCEO specific procedures and contains step-by-step instructions accompanied by screenshots. Topics include:
* Introduction to PADC * LEA Administrator Assignment * User Assignments (setup) * Access to the PADC Web Application * Data Entry * Data Validation * Data Certification

1099 (NEC & MISC) Processing and Reporting for 2021
Dear School Business Professionals,
Each year our office prints IRS Forms 1099-MISC and 1099-NEC based on vendor records and vendor payments processed in Escape. These forms are delivered to districts who are then responsible for mailing to vendors on or before January 31st, in accordance with IRS guidelines.
To prepare for printing, districts should generate and review their 1099 list in Escape (Finance > Processes > Tax Reporting > Vendor 1099) and verify their object code component records Form 1099 mapping is accurate (Finance > Setup > Chart of Accounts > Account Components > Object Code > 1099 Fed EIN field). If you have any questions on how to perform these tasks, you may refer to the 1099 processing tutorials and help guides that are available in the Escape software (Online Resources > Finance > 1099 Processing). Please note that if there are any vendors with errors Escape will not allow any 1099 forms to be printed.
Key Dates and Deadlines
Thur., Jan. 6, 2022 Cutoff @ 12 pm Review Vendors and Object Codes – District review of vendor records and object codes to ensure proper reporting Wed., Jan. 13, 2022 1099 Printing – SBCEO will start printing 1099s for districts between Jan 13 – 19
Tue., Jan. 18, 2022 Delivery – SBCEO will commence delivery of printed 1099s to districts
Mon., Jan 31., 2022 1099s Must be Postmarked – districts must mail all 1099s no later than this date
Helpful Items
* To limit the need to file corrections, we recommend districts perform TIN Matching procedures on its 1099 eligible vendors utilizing the IRS Online E-Services Program<www.irs.gov/tax-professionals/taxpayer-identification-number-tin-matching>. This process validates the vendor’s name and tax identification number combinations in your vendor records with the IRS. Escape makes the TIN matching process simple by generating the required file for uploading to the IRS program. Simply navigate to: Finance > Purchasing > Vendors and click “Go” to populate a list of your vendors. Click on “Tasks” then select “Create TIN Verification File” and save the file to your network. This file will then be uploaded to the IRS program and your results will be emailed to your district’s point of contact. If you are not already signed up, each district can apply for this service through the IRS website link above. Please note that vendor records are the responsibility of the district to update and maintain.
* To ensure proper employment classification, we also recommend districts review their independent contractors using the common-law rules as provided by the IRS (IRS Publication Independent Contractor or Employee?). <www.irs.gov/businesses/small-businesses-self-employed/independent-contractor-self-employed-or-employee> If any of your independent contractors need to be reclassified as an employee, please contact us immediately. Any required adjustments must be completed no later than Dec. 27th.

We have been tracking revenue collection data and believe the Legislative Analyst’s Office Fiscal Outlook correctly identifies remarkable revenue growth over the budget period with corresponding growth of the Proposition 98 guarantee. Even after providing a relatively large COLA and allocating funds for new or expanded programs from the last budget, we expect nearly $10 billion of additional ongoing funds and a similar amount of one-time dollars. The Administration will put together their own projections and provide their blueprint for the next budget act when they release the Governor’s January Budget Proposal.
Capitol Advisors will discuss the January budget proposal and proposed funding and programs, as well as advocacy plans related to:
* increased funding through the LCFF * policies to mitigate the impact of declining enrollment and ADA * funding and policy issues related to programs such as special education, expanded learning, TK, universal meals, community schools, etc. * the political dynamics that will impact the Legislature’s consideration of the Governor’s proposal

Updates for Standardized Account Code Structure (SACS) validation tables, spreadsheets, and related files have been posted on the Internet. They can be downloaded from: www.cde.ca.gov/fg/ac/ac/validcodes.asp Updating the SACS software with the latest validation tables is a three-step process:
1. Download the vtables.exe zipped file to your C:\SACS2021ALL\Update folder. 2. Unzip the vtables.exe file to your C:\SACS2021ALL\Update folder. 3. Run the Update Validation routine in the SACS software to replace the existing tables with the updated tables. For more detailed information on updating the SACS software, please refer to our web page: www.cde.ca.gov/fg/ac/ac/validationtables.asp Attached to this email are two Microsoft Word documents, both summarizing changes to the validation tables. One document lists the affected combinations and their start and end dates; the other document contains more descriptive information. This directive provides information related to membership in the Defined Benefit Program, participation in the Cash Balance Benefit Program and elections regarding other public retirement systems. Information provided is inclusive of amendments enacted by Senate Bill 634 (Chapter 186, Statutes of 2021).
Employer Directive 2021-08: Updated Service Credit For an Elected Officer

This directive notifies employers of changes to Education Code sections 22711, 44987 and 87768.5 contained in Chapter 539, Statutes of 2021 (Senate Bill 294), which becomes effective January 1, 2022, and applies retroactively to September 1, 1978. This directive is also intended to remind employers how to report service for employees granted a compensated leave of absence to serve as elected officers of an employee organization.
