Dear District Secretary,
Candidate filing is open! If anyone contacts your district about candidate filing, please direct them to visit sbcvote.com or call our office at (805) 696-8957.
The candidate filing period for the November 5, 2024, Presidential General Election opened July 15, 2024 and closes at 5:00 p.m. on August 9, 2024. If an incumbent fails to file by the deadline, the filing period is extended to 5:00 p.m. on August 14, 2024, for anyone else other than the incumbent(s) to file.
Candidates must request to be issued candidate paperwork and must set up appointments to file their paperwork. Filing appointments will be available at the County Elections Division Main Office (M-F) and Santa Maria Elections Division Branch Office (Th. & F). Requests for paperwork and appointments can be made at Candidate Filing Information | Santa Barbara County, CA – Official Website (countyofsb.org)<www.countyofsb.org/793/Candidate-Filing>.

45-Day Budget Revisions Webpage and Survey (ACTION REQUIRED)

Dear School Business Officials,
The California state budget was signed by the governor on Wednesday, Jun. 26, 2024, which means that Education Code Section 42127(i)(4) is now in effect. This means that the district needs to update its budget and present the revisions to the board within 45 days, which is Saturday, Aug. 10 . Since the date falls on a weekend, the timeline is extended through to Monday, Aug. 12. In the past, we have sent a 45-Day Budget Revision memo to the business listserv as a reminder with the timeline for submitting the updated budget information to our office. This information is now included on our website here<www.sbceo.org/domain/256>.

The “Common Message” is currently under development. When it arrives, we will post it on the webpage for consideration in revising your district’s budget. Year-End Close Information and Resources

* Survey – Due July 26th We are requesting districts to complete a brief Year-End Close Planning survey<forms.office.com/r/gu1xd1Tqhb> to indicate the date the Unaudited Actuals Report will be going to the board. * Year-End Close Checklist – When completed, please use the File Upload<sbas.sbceo.org/docs/fileuploads.shtml> function on the SBAS website to upload a copy of the completed checklist<sbas.sbceo.org/Escape/DistrictYECloseCheckList2024.pdf> along with all the listed reports to SBAS for review and processing. * Year-End Close Manual – We have continued developing a district Year-End Close Manual<sbas.sbceo.org/Escape/DistrictFiscalYearEndCloseManual202324.pdf> to assist you with the closing process. A draft of the manual can be accessed from the webpage<sbasweb.sbceo.org/finance/year-end-close> in the Toolbox section and will be expanded upon in future years. * Soft Close – Due August 30th – The soft close provides a window of opportunity for our staff to review the submission documents, checking for errors and omissions as a service to our districts, and notify districts of any necessary changes prior to completion of the Unaudited Actuals. This preview helps mitigate potential errors when completing Unaudited Actuals in SACS and ensures a smooth close of the prior year general ledger in Escape. * Unaudited Actuals Report – Due Sept. 15* (board approved) * Due dates are established in law unless otherwise noted. In accordance with Government Code (GC) 6700, GC 6707, and GC 6803, if the due date falls on a Saturday, Sunday, or holiday, the reporting date shall be the following workday. Unless stated otherwise, “days” means calendar days. It is our goal to make this process as smooth and efficient as possible. Reminder: P-Annual Attendance Reminder – DUE JULY 8

The Principal Apportionment Data Collection (PADC) Web Application<pas.cde.ca.gov/> is now available for reporting 2023-24 Annual Principal Apportionment data.
The following 2023-24 Annual data is due:
* Attendance * Necessary Small School * Adults in Correctional Facilities * Special Education Local Plan Area (SELPA) Average Daily Attendance Allocation * Infant Funding * Audit Adjustments to CALPADS Data Additionally, the system is open for prior year corrections (PYC) data for the 2023-24 P-2, 2022-23 P-2, and 2022-23 Annual reporting periods. All PYC are due to SBAS by Tuesday, September 24, 2024. Please be sure to select one of the following from the drop down when reporting data corrections:
* 2023-24 P-2 Correction for AN * 2022-23 P-2 Correction for AN R2 * 2022-23 AN Correction for AN R2
To report PYC data for 2021-22, please email CDE at PADC@cde.ca.gov<mailto:PADC@cde.ca.gov> for information on how to submit the data.
Resources for data reporting and certification are posted on the PADC website under the Data Collection tab<www.cde.ca.gov/fg/aa/pa/index.asp?tabsection=4>.
The PADC User Manual (v 2023-24 1.00)<www.cde.ca.gov/fg/aa/pa/documents/padcmanual2324v1.docx> may be used in reporting data for the above-mentioned data entry screens for 2023-24.
The SBAS 2024-25 Attendance Reporting Calendar will be updated once CDE provides dates which is anticipated by the end of June.
Reminders:
* Read the User Manual thoroughly for step-by-step instructions and tips for specific data entry screens. * Make sure to save all data before navigating to the next record or tab within a data entry screen; verify all data saved correctly before validation and data certification. * If the system generates a blank page, do not refresh the browser. Instead, close the application and re-open it to continue. * If you experience technical difficulties, please call, or email the Principal Apportionment Section at 916-324-4541 or PADC@cde.ca.gov<mailto:PADC@cde.ca.gov>. * Prior year corrections (fiscal year 2020-21 and prior) should continue to be submitted through the PADC desktop software for each applicable year.
