California SB-114 Law Providing New Bank of COVID Supplemental Paid Sick Leave for 2022
Senate Bill 114 (SB 114) requires employers with more than 26 employees to provide up to 80 hours of COVID related Supplemental Paid Sick Leave (SPSL) to employees between the workdays January 1, 2022 to September 30, 2022. Any retroactive payments for the leave and adjustment to leave balance can be done on the March Regular payroll.
2022 COVID-19 Supplemental Paid Sick Leave provides for two separate banks of leave, each up to 40 hours.
* The first bank (SPSL114) of COVID-19 Supplemental Paid Sick Leave, up to 40 hours, is available to covered employees unable to work or telework due to any one of the following reasons – employee or family member is subject to a quarantine or isolation period related to COVID-19, or vaccine appointment or side effects.
* The second bank (SPSL114P) of COVID-19 Supplemental Paid Sick Leave, up to 40 hours, is available only if an employee or a family member for whom they are providing care tests positive for COVID-19.

Submitting the Pay01 Report w/Authorized Signature via the SBAS Website > Uploads

Dear Payroll Professionals,
For all future payrolls, please submit the Pay 01 Payroll Summary report with a board approved authorized signature through the Upload feature on our website prior to payroll issuance. Districts will no longer need to fax or email the report to the Payroll Team at our office. This electronic process will centralize and provide a secure submission of these documents for permanent archiving.

CA SB-114 – COVID Leave 2022

The California Labor Commissioner’s Office has released information and the required poster based on SB-114 Employment: COVID-19: supplemental paid sick leave.
2022 COVID-19 Supplemental Paid Sick Leave provides covered employees up to 80 hours of COVID-19 related paid leave, with up to 40 of those hours for isolation & quarantine, receiving vaccines, and caring for a child whose school or place of care is closed and up to an additional 40 of those hours available only when an employee, or family member for whom the employee provides care, tests positive for COVID-19.
Under California law, employers are required to display the required poster about 2022 COVID-19 Supplemental Paid Sick Leave in a place at the worksite where employees can easily read it. If an employer’s covered employees do not frequent a workplace, the employer may satisfy the notice requirement by disseminating notice through electronic means.

STRS Circular 38-1 Reporting payments related to teacher shortages

Attached is STRS Employer Information Circular 38-1 – Reporting payments related to teacher shortages.
The shortage of teachers has impacted districts across the state of California, and districts may be considering compensating current employees for performing additional creditable service or teaching additional students. These payments must meet the definition of creditable compensation to be reportable to CalSTRS.
This Employer Circular addresses the most common situations in which we see additional creditable compensation being earned by current school employees associated with the shortage of teachers; it is not meant to be considered a comprehensive list.

STRS Directive 2022 CalSTRS postretirement compensation

Attached is STRS Directive 2022-01 on Executive Order N-3-22 on retirees working.
On January 11, 2022, Governor Newsom issued Executive Order N-3-22, which, amongst other provisions, suspends the CalSTRS postretirement compensation limitations and procedural requirements in subdivisions (d), (f) and (g) of Education Code section 24214, and for a retired DB member that has attained the normal retirement age at the time the compensation was earned, subdivisions (a) through (g) of Education Code section 24214.5. Executive Order N-3-22 is effective immediately and applies to all compensation earned for the performance of retired member activities from July 1, 2021, to March 31, 2022. As of April 1, 2022, the provisions of Executive Order N-3-22 will expire and revert to the provisions of Executive Order N-12-21, if applicable.
