2022-23 Fiscal Year End Close Calendar Email

In support of our districts, the SBCEO Team would like to keep you informed of the Fiscal Year-End (June 30) process and how it may impact various aspects of our regular procedures. Please review the following key reminders below:
Fiscal Year-End Calendar
* Please carefully review the Fiscal Year-End Close Calendar posted here<www.sbceo.org/domain/291> on our SBAS website to verify that all your year-end processing deadlines are met.
Year-End Close Manual
* The Fiscal Year-End Close Manual<sbas.sbceo.org/Escape/DistrictFiscalYearEndCloseManual.2023.pdf> is available to assist with the closing process on the Year-end close<www.sbceo.org/domain/293> website.
Accounts Payable (A/P)
* Warrant Cancels and Cancel/Reissues – The last day for warrant cancel requests is June 23rd at 5 p.m. No straight cancels will be processed between June 26th through the closing of your district’s 2022-23 general ledger. Note: Regular cancel/reissue requests will still be processed after this date.
* Next Fiscal Year A/P Processing – Please note that our adjusted Tuesday AP Holiday Schedule begins on June 29 and continues through July 5 (our office will be closed on Tuesday, July 4 in observance of the Independence Day Holiday). Be sure to review your district’s currently posted AP calendar here<www.sbceo.org/domain/239> and the impact the July 4 Holiday will have on your AP submission and delivery schedule. We will be posting the new District AP Calendars for next year by June 30 (an email reminder will be sent when these are posted on the website).
Accounts Receivable (A/R)
* Deposits – Treasury deposits for the current (2022-23) fiscal year are due to our office no later than 8 a.m. on June 28. Any deposits received by our office after that date and time will be posted in the next fiscal year (2023-24).
Note: The County Treasurer’s Office will accept deposits at their locations in Santa Maria and Santa Barbara until 10 a.m. on June 30. If you choose to make a deposit during the June 28-30 window, we advise that you reconfirm with the County Treasurer’s office directly to verify their deposit procedures and cutoff times.

A SACS Web System release update has been successfully deployed and tested.
The following is a list of the issues that were addressed with the latest release:
1. Components of Ending Fund Balance (CEFB): When adding or deleting a commitment or assignment, not saving CEFB, and then leaving the screen, erroneously no pop-up message appears alerting users there are unsaved changes. 2. CEFB: The Add Commitment and Add Assignment buttons are erroneously missing where appropriate.
These system release update notes will also be made available on the CDE Financial Reporting web page at www.cde.ca.gov/fg/sf/fr/ in the near future.
Accessing The 2023–24 Budget Reporting Period
Upon logging into the SACS Web System, users will need to change their context fiscal year to 2023–24 in order to access the 2023–24 budget reporting period. The context fiscal year can be changed via the Fiscal Year drop down menu; it is located in the top right corner of the dashboard, below the user’s profile information.
User Guide
The online version of the SACS Web System User Guide is available throughout the SACS Web System reporting screens by clicking on the help icon (question mark) located next to a screen heading. The CDE has also published a Word version of the user guide, available on the CDE Financial Reporting web page at www.cde.ca.gov/fg/sf/fr/ under Web Application Resources.
Tips for getting an official status dataset
As you complete your 2022–23 End of Year Projection and/or 2023–24 Budget reports, please follow these troubleshooting steps to get an official status dataset:
1. Follow the data processing sequence to ensure forms are opened and saved in the correct order. The data processing sequence is available in the online SACS User Guide here: docs.sacs-cde.org/2023-24/News/Procedures/#data-processing-sequence. Users should click on either “Budget and Unaudited Actuals” or “Interims” to access the applicable data processing sequence.
2. Open and save forms that may be affected by the release update, e.g., CEFB.
3. Run the TRCs for all the data types, this includes
a. For 2022–23 End of Year Projection:
* Actuals to Date * Board Approved Operation Budget * Original Budget * Projected Totals
b. For 2023–24 Budget:
* Estimated Actuals * Budget
4. Ensure all required explanations are entered for Warning exceptions for all applicable data types. You must enter a text explanation. Do not enter a blank space.

A SACS Web System release update has been successfully deployed and tested.
The following is a list of the issues that were addressed with the latest release:
1. Form MYPI-IFC-End of Year-District/COE- IFC MYPI008 erroneously not populating red text in Section F when IFC is failed. 2. Fixed issues with GL user/state data extractions in 01CS, MYP, MYPI, MYPIJ forms.

You are receiving this message because you have subscribed to the Principal Apportionment (PASE) Listserv.
Due to the shift of state tax collections from April 2023 to October 2023, the final Education Protection Account (EPA) revenue for the 2022–23 fiscal year is significantly lower than the estimated revenue amount used to calculate the First Quarter (Q1) through Third Quarter (Q3) EPA apportionments. The final 2022–23 EPA revenue amount is projected to be around $4.1 billion, which is an $8.5 billion reduction from the previous estimate. To date, nearly $9.5 billion has been paid to local educational agencies (LEAs) in the current year through Q3, which is significantly higher than the revised EPA revenue for 2022–23. As a result of this reduction, LEAs that are due a Fourth Quarter (Q4) EPA payment will not receive a payment in June. Additionally, many LEAs have been overpaid in EPA funds for 2022–23 and will see a significant reduction in their Q4 EPA entitlement.
For most LEAs, EPA funding offsets local control funding formula (LCFF) state aid allocated through the Principal Apportionment. While this fluctuation in EPA revenue will affect the distribution of state aid needed to fulfill the LCFF entitlement, LEAs will receive the same amount of total LCFF resources (all else being equal). As EPA revenue decreases, LCFF state aid increases to compensate, and vice versa.
Overpaid EPA funds will be recovered from an offset of the 2022–23 Second Principal (P-2) Apportionment payment and by invoice if Principal Apportionment funds are insufficient. A similar situation occurred in fiscal year 2019–20 with the Q4 EPA and P-2 payment being offset by the EPA overpayment.
Once the offset of Principal Apportionment funds has been completed, the funds will be deposited into the EPA Fund and payments can be made to LEAs still owed a Q4 payment. For LEAs that are still due EPA funds at Q4, payments will likely be deferred to no later than August 2023. However, this is contingent on forthcoming statute.
To assist LEAs in planning for this fluctuation, the California Department of Education is sharing a preliminary estimate of the proportionate share factor used to calculate each LEA’s 2022–23 Q4 EPA entitlement. The proportionate share factor is currently projected to be 12.75%. For comparison, the factor used for the Q1 through Q3 calculations was 45.22%. The final figure will be available when the 2022–23 Q4 EPA and P-2 apportionments are certified on June 19, 2023.
